长安大学自费来华留学生购买综合保险管理办法
根据教育部《高等学校要求来华留学生购买保险暂行规定》（2007[1078]号文件）和陕西省关于来华留学生购买保险的要求，为建立完善处理来华留学生（以下简称留学生）突发事件的应急机制，保障留学生合法权益，特制订如下管理办法：
我校实行留学生综合保险强制投保制。凡来我校注册学习的留学生，必须在中国大陆境内购买来华留学生综合保险（以下简称保险）。留学生在入学注册和办理签证证明时须出示保险证明。
我校选定国任财产保险股份有限公司（以下简称国任保险）为来华留学生综合保险的承保单位。自费留学生过买保险的费用由本人承担。
留学生可根据在我校学习的期限，按学期或者按学年购买保险。学校将按照留学生购买保险的期限出具相同期限的居留许可证明。暂时计划学习一个学期，但可能在第二学期继续学习或转学的留学生，应多买1个月（共计7个月）的保险。
留学生购买保险后，若中途休学、退学或转入省外其他院校，可凭学校出具的学籍变动证明，向平安保险办理退保。
学校以团体的形式为参加保险的留学生与国任保险签订来华留学生综合保险责任协议。已购买保险的留学生，按时缴纳学费并注册，在学期间出险，由学校协助理赔；已购买保险但未按时缴费注册的留学生，在交学费注册前出险，由本人自行向国任保险申请理赔。

本办法自发布之日起实行。

Administrative Measures for Self-Supported International Students of CAU on Purchase of Comprehensive Insurance
According to Provisional Regulation for Colleges and Universities Asking International Students to Purchase Insurance (2007[1078]) issued by Ministry of Education and regulations of Shaanxi Province on purchase of insurance for international students, the Administrative Measures are formulated in order to establish a sound emergency mechanism for international students in CAU (hereinafter referred to as international students) and protect their legal rights.
1. Our university implements compulsory insurance system (comprehensive insurance) for international students. All international students enrolled in our university must buy comprehensive insurance (hereinafter referred to as insurance) in Mainland China. International students must provide the insurance certificates when handling enrollment and applying for visa.
2. Our university chooses Guoren Annuity Insurance Company (hereinafter referred to as Guoren Insurance) as the insurer. The self-supported international students must assume the premium.
3. International students can buy insurance by year or semester according to the term of study. Our university will issue residence permit certification, the term of which will be the same as the term of insurance. International students who plan to study for one semester and may continue study or transfer to another school in the second semester shall purchase insurance for one more month (7 months in total).
4. If the international student quitted school, dropped out or transferred to another university in other province after purchasing the insurance, he can apply for insurance cancellation to Ping An Insurance with the school roll change certificate issued by our university.
5. Our university will sign comprehensive insurance liability agreement with Guoren Insurance for international students in group. For international students who have purchased the insurance, paid tuition and enrolled on time, if an insurance incident occurred, the school will help to handle the insurance claim; But, international students who have purchased the insurance but did not pay the tuition and enroll on time must handle the claim by themselves if an insurance incident occurred before enrollment.
6. Please refer to Comprehensive Medical Insurance & Protection Scheme for Foreigners Staying in China of Guoren Annuity Insurance Co., Ltd. for the premium rate, validity and concrete insurance liabilities.
7. These policies go into effect as the day of its publication.
