第一章总则
第一条为规范留学生管理，维护学校正常的教育教学秩序和生活秩序，保护留学生的合法权利，促进留学生全面发展，根据《教育法》、《高等教育法》、《普通高等学校留学生管理规定》（教育部第21号令）、《高等学校留学生行为准则》和《高等学校接受外国留学生管理规定》（教育部、外交部、公安部9号令），结合我校实际，制定本规定。
第二条本规定所称的留学生，是指具有长安大学学籍的研究生、本科生和进修生。
对有违法、违规、违纪行为的留学生给予纪律处分，除有特别规定外，适用本规定。
第三条实施违纪处分，应当遵循下列原则：
（一）育人为本、德育为先的原则；
（二）教育与处分相结合原则；
（三）公平、公正、程序正当的原则；
（四）处分与违纪行为的事实、性质、情节、过错和危害结果相当的原则。
第四条对留学生事实违纪处分，应当考虑当事留学生违纪行为的动机、目的、起因、手段、影响、悔过态度、平时表现等因素。
第五条留学生对于学校给予的违纪处分，享有知情权、陈述权、申辩权和申诉权。
第六条学校在对留学生做出处分决定之前，充分听取当事留学生或者其代理人的意见，并对其提出的事实、理由和证据进行复核；当事留学生或者其代理人提出的事实、理由和证据成立的，学校予以采纳。
学校不因当事留学生的申辩而加重处分。
第二章处分的种类和适用
第七条留学生违纪处分的种类；
（一）警告；
（二）严重警告；
（三）留校察看；
（四）开除学籍；
第八条留学生因患精神病，不能辨认或者不能控制自己的行为而违纪的，不予处分。
留学生因患精神病，尚未完全丧失辨认或者控制自己行为能力而违纪的，可以减轻或者免除处分。
残疾留学生因生理缺陷原因导致违纪的，可以不予纪律处分。
第九条违纪留学生有下列情形之一的，可以从轻或者减轻处分：
（一）在违纪过程中，自动停止违纪行为或者自动有效防止危害后果发生的；
（二）主动承认错误，如实交代违纪事实，检查认识深刻，有悔改表现的；
（三）确系受他人胁迫或者诱骗而违纪，能过主动承认错误，检查认识深刻，积极配合学校调查处理工作的；
（四）经学校研究认可可以从轻或者减轻处分的其他情形。
违纪情节轻微并及时纠正，没有造成危害后果和恶劣影响的，可以不予纪律处分，但应当给予批评教育。
第十条违纪留学生有下列情形之一的，可以从重处分：
（一）违纪行为造成严重后果或者恶劣影响的；
（二）组织、教唆、胁迫、诱骗他人违纪的；
（三）勾结校外人员违法、违纪的；
（四）态度恶劣，拒不承认错误或抗拒批评教育，情节严重的；
（五）故意妨碍调查取证的；
（六）在校期间已受过纪律处分的。
第十一条屡次违反学校规定受到纪律处分，经教育不改的，可以给予开除学籍处分。
第十二条违纪留学生一人同时具有两个以上的违纪行为应当给予纪律处分的，应当分别处分，合并执行。
第十三条违纪行为在二年内未被发现，期间没有再次违纪的，可以不予纪律处分，但性质恶劣，情节严重或者有其他特别规定的除外。
前款规定的期限，从违纪行为发生之日起计算，违纪行为有连续或者继续状态的，从行为终了之日起计算。
第三章违纪行为和处分
第十四条违反中国宪法，破坏安定团结、扰乱社会秩序、情节较轻，经批评教育能够深刻认识本人错误并有悔改表现的，给予严重警告或者留校察看处分；情节严重或者经批评教育不改的，可以给予开除学籍处分。
第十五条触犯中国法律，构成刑事犯罪的，给予开除学籍处分。
属于过失犯罪，被判处免于刑事处罚或者罚金、没收财产、管制、拘役宣告缓刑，一年以下有期徒刑宣告缓刑，本人确有悔改表现的，可以给予留校察看处分。
第十六条违反中国法律、法规、规章的规定受到行政处罚，根据情节轻重，分别按照下列规定进行处分：
（一）被免于行政处罚或者受到限制人身自由以外行政处罚的，给予警告、严重警告处分；
（二）受到限制人身自由行政处罚的，给予留校察看处分；
（三）违反治安管理规定受到处罚，性质恶劣的，可以给予开除学籍处分。
有违反中国法律、法规、规章的行为，但未受到有关部门查处的，学校可以根据情节轻重，给予警告、严重警告、留校察看或者开除学籍处分。
第十七条有下列扰乱校园管理秩序或者生活秩序行为之一的，分别按照下列规定进行处分：
（一）扰乱学校公共场所管理秩序，经批评教育不改的，给予警告、严重警告处分；侵犯其他个人、组织的合法权益，造成严重后果的，给予留校察看或者开除学籍处分；
（二）加入封建迷信组织、邪教组织或者参与封建迷信活动、邪教活动，经批评教育不改的，给予警告、严重警告处分；严重影响学校教育教学秩序、生活秩序、公共场所管理秩序，侵害其他个人、组织合法权益，造成严重后果的，给予留校察看或者开除学籍处分；
（三）无理取闹，寻衅滋事，妨碍学校工作人员执行职务，情节严重或者造成恶劣影响的，给予警告、严重警告处分；
（四）盗用或者伪造学校公文、印章、文件、档案、证件、证书等，给予留校察看处分；严重影响学校教育教学秩序、生活秩序、公共场所管理秩序，侵害其他个人、组织合法权益，造成严重后果的，给予留校察看或者开除学籍处分；
（五）故意撕毁、涂改学校公告、文件，情节严重或者造成恶劣影响的，给予警告、严重警告处分；
（六）未经批准在校园内摆摊设点，张贴广告、布告、发放商业宣传品，严重扰乱学校正常管理秩序或者生活秩序的，给予警告或者严重警告处分；
（七）参与非法传销活动，经批评教育不改的，给予警告或者严重警告处分；组织、诱骗他人参与非法传销活动的，给予留校察看处分；严重影响学校教育教学秩序、生活秩序以及公共场所管理秩序，侵害其他个人、组织合法权益，造成严重后果的，可以给予开除学籍处分；
（八）在校园内组织、参与宗教活动，经批评教育不改的，给予警告或者严重警告处分；情节严重或者造成恶劣影响的，可以给予留校察看处分；
（九）未经批准成立各种留学生团体，或者留学生团体从事违法、违规、违纪活动的，对其组织者和主要参与者给予警告、严重警告；严重影响学校教育教学秩序、生活秩序以及公共场所管理秩序，侵害其他个人、组织合法权益，造成严重后果的，给予留校察看或者开除学籍处分；
（十）在互联网上登录非法网站、散布不实或者反动言论、传播有害信息，造成较大影响或者情节恶劣的，给予警告、严重警告；严重影响学校育教学秩序、生活秩序以及公共场所管理秩序，侵害其他个人、组织合法权益，造成严重后果的，给予留校察看或者开除学籍处分；
（十一）违反学校应对突发事件或者紧急情况的规定，情节严重的，给予警告、严重警告；严重影响学校教育教学秩序、生活秩序以及公共场所管理秩序，侵害其他个人、组织合法权益，造成严重后果的，给予留校察看或者开除学籍处分。
其他扰乱校园管理秩序或者生活秩序的行为，根据情节轻重，给予警告、严重警告、留校察看处分；符合《普通高等学校留学生管理规定》第五十四条规定的，可以给予开除学籍处分。
第十八条违反学校教育教学科研管理规定的，分别按照下列规定进行处分：
（一）组织、参与罢课、罢考的，给予警告、严重警告；严重影响学校教育教学秩序，侵害其他个人、组织合法权益，造成严重后果的，给予留校察看或者开除学籍处分；
（二）违反课堂纪律，干扰课堂教学秩序，经批评教育不改的，给予警告或者严重警告处分，情节严重或者造成恶劣影响的，给予留校察看处分；
（三）故意扰乱考场秩序或者妨碍考试工作人员履行职责，经批评教育不改的，给予警告或者严重警告处分；情节严重或者造成恶劣影响的，给予留校察看处分；严重影响学校教育教学秩序，侵害其他个人、组织合法权益，造成严重后果的，可以给予开除学籍处分；
（四）私自涂改考卷、成绩的，给予警告、严重警告处分；情节严重的，可以给予留校察看处分；
（五）盗窃学校试卷，尚未构成犯罪的，根据情节轻重，给予留校察看处分；严重影响学校教育教学秩序，侵害其他个人、组织合法权益，造成严重后果的，可以给予开除学籍处分；
（六）一学期内，未经请假旷课达到18学时以上的，给予警告处分；达到30学时以上的，给予严重警告处分；达到54学时以上，给予留校察看处分；连续旷课两周的，按照学校学籍管理的有关规定处理。因情况紧急事先无法请假，事后请假经所在院（系）同意的，不计入旷课课时总量；
（七）无故不参加教育教学计划规定的其他活动，情节严重，经批评教育不改的，给予警告、严重警告、留校察看处分；
（八）屡次迟到早退，经批评教育不改的，给予警告或者严重警告处分；情节严重或者造成恶劣影响的，可以给予留校察看处分。
（九）剽窃、抄袭他人研究成果的，给予警告、严重警告、留校察看处分；情节严重的，可以给予开除学籍处分。
其他违反学校教育教学科研管理规定的行为，根据情节轻重，给予警告、严重警告、留校察看处分或者开除学籍处分。
第十九条有下列考试违纪行为之一，经劝阻不改或者态度恶劣的，根据情节轻重，给予警告、严重警告处分：
（一）携带规定以外的物品进入考场或者未放在指定位置的；
（二）未在规定的座位参加考试的；
（三）考试开始信号发出前答题或者考试结束信号发出后继续答题的；
（四）在考试过程中旁窥、交头接耳、互打暗号或者手势的；
（五）在考场或者教育考试机构禁止的范围内，喧哗、吸烟或者实施其他影响考场秩序的行为的；
（六）未经考试工作人员同意在考试过程中擅自离开考场的；
（七）将试卷、答卷（含答题卡、答题纸等），草稿纸等考试用纸带出考场的；
（八）用规定以外的笔或者纸答题，或者在试卷规定以外的地方书写姓名、考号或者以其他方式在答卷上标记信息的；
（九）其他违反考场规则但尚未构成作弊的行为。
第二十条有下列考试作弊行为之一的，根据情节轻重，给予留校察看处分：
（一）携带与考试内容相关的文字材料或者存储有与考试内容相关资料的电子设备参加考试的；
（二）抄袭或者胁迫他人抄袭试题答案或者与考试内容相关的资料的；
（三）抢夺、窃取他人试卷、答卷或者强迫他人为自己抄袭提供方便的；
（四）在考试过程中使用通讯设备的；
（五）故意销毁试卷、答卷或者考试材料的；
（六）在答卷上填写与本人身份不符的姓名、考号等信息的；
（七）传、接物品或者交换试卷、答卷、草稿纸的；
（八）其他作弊行为。
由他人代替考试、替他人参加考试、组织作弊、使用通讯设备作弊及其他作弊行为严重的，可以给予开除学籍处分。
第二十一条违反学校公寓管理规定的，分别按照下列规定进行处分：
（一）影响公寓正常生活秩序，情节严重，经劝阻不改的，给予警告或者严重警告处分；情节严重，侵害其他个人、组织合法权益，造成严重后果的，给予留校察看或者开除学籍处分；
（二）违反公寓消防、水电等安全规定，经劝阻不改的，给予警告、严重警告处分；严重影响公寓生活秩序，侵害其他个人、组织合法权益，造成严重后果的，给予留校察看或者开除学籍处分；
（三）故意毁损公寓公共设施和公私财物的，给予警告、严重警告处分；造成严重后果的，给予留校察看处分；
其他违反学校公寓管理规定的行为，根据情节轻重，给予警告、严重警告、留校察看或者开除学籍处分。
第二十二条在违纪调查取证过程中故意作伪证或者做出不实陈述的，给予警告或者严重警告处分；造成严重后果的，可以给予留校察看处分。
第四章 违纪处分的期间和解除
第二十三条留学生受到开除学籍和留校察看以外的处分，在受处分期间确有悔改表现，并且没有再次违纪的，处分期满后，原处分自动解除。
解除留校察看处分，应当由受处分留学生本人在留校察看期间届满后向所在学院（系）提出书面申请，并由院（系）提出书面报告，学校做出相应的书面决定，与原处分决定一并存入本人档案。
违纪处分解除后，评优、评选留学生干部等事项不再受原处分决定影响，但不得撤销本人档案中的记录。
第二十四条需要延长处分期限的，由受处分留学生所在学院（系）提出意见，报学校审批；决定延长的，书面通知受处分留学生，并予以公告。
第二十五条受处分留学生有突出表现或者突出贡献的，可以提前解除处分。
需要提前解除处分的，由受处分留学生申请，所在学院（系）提出意见，报学校审批；决定提前解除处分的，书面通知受处分留学生，并予以公告。
第二十六条受处分的期间为：警告，六个月；严重警告，八个月；留校察看，十二月。
受处分期间从做出违纪处分决定之日起计算。
第二十七条毕业班留学生离校时其留校察看处分尚未解除的，按照学籍管理的有关规定暂作结业处理。留校察看期满后，经所在单位鉴定和学校审查，可以解除留校察看处分。
第五章 附则
第二十八条本规定所称的违纪行为，包括违反法律、法规、规章和学校规章制度的行为。
第二十九条本规定所称他人，包括公民、法人和其他组织。
第三十条本规定所称以上、以下、以内，包括本数。
第三十一条本规定由国际教育学院负责解释，未尽事宜经有关会议研究决定。
第三十二条本规定在施行中与有关法律、法规、规章或者各部委的规范性文件发生冲突，以有关法律、法规、规章或者各部委的规范性文件为准。
第三十三条本规定自2013年9月1日起施行。
Regulations of the Principle Violation for International Students of Chang’an University
Chapter One General Principles
Article 1This regulation is enacted on the basis of Laws on Education and on Higher Education, Management Regulations for International students, Standards of Behaviors of International Studentsand Management Regulations for Universities Enrolling International Studentsand combined with the reality of our university, in order to regulate the management of the international students, maintain normal order of teaching, working and living, ensure the legal rights for the international students, promote the overall development of the international students.
Article 2The international students refer to the postgraduates, graduates and visiting students with school roll of Chang’an University.
University authorities will give disciplinary sanction to the international students who break law, regulations, and disciplines according to this regulation, except for special stipulates.
Article 3This regulation should be enforced as the following principles:
A.Put educating the student into the first place;
B.Combine the education and punishment;
C.Deal the violation equally, fairly with correct procedure;
D.Punishment should accord with the facts, plots, mistakes and consequences of the violation;
Article 4Giving the punishments to the international students, university authorities should take the motives, purposes, causes, methods, influence, attitudes, and daily performance into consideration.
Article 5To the punishment given by the university authorities, the international students have the rights to know state, defend, and appeal.
Article 6University authorities should listen to opinions from the international student or his agents, re-check the facts, reasons, evidences raised by the student or his agents; university authorities should adopt the true information from them.
University authorities should not give a harder punishment if the student defends himself.
Chapter TwoTypes and Applicable Scopes of Punishments
Article 7Types of punishments for disobedient international students
A.Warning;
B.Serious warning;
C.Academic probation;
D.Expulsion;
Article 8University authorities should not give punishments to the students who commit a violation because of mental disorders, being disabled to recognize or control his/her behaviors.
University authorities should lessen or remit the punishment to the students who have mental disorders but have not totally lost the abilities to recognize or control his behaviors.
University authorities may not give punishments to the students who commit a violation because of physiological defects.
Article 9University authorities can lessen the punishments to the students who have the following situations:
A.In the process of the violation, the student suspends the behavior or takes the effective actions to prevent the consequence the behavior brings;
B.Admit the mistake forwardly, such as telling the violation facts, repenting the violations he/she made.
C.Commit the violation because of being inveigled or threatened, admit the mistake forwardly, cooperate with the university authorities to investigate and deal with the violation;
D.Other situations in which university authorities believe punishments can or should be lessened.
University authorities may not give punishments to but criticize and educate the international students whose violation is slight and been corrected in time, or the violation didn’t bring a serious consequence or bad influence
Article 10 University authorities can give harder punishments to the students who have the following situations:
A.The violation brings a serious consequence or bad influence;
B.Organize, instigate, threaten, inveigle other people to violate the regulations;
C.Violate the laws or regulations with people outside the school;
D.Have a bad attitude, refuse to admit the mistakes he/she made or refuse to accept criticizing education,;
E.Impede to investigate on purpose;
F.Already have had a punishment in school;
Article 11University authorities can give the punishment of expulsion to the students who violate the regulations many times, and refuse to change after being educated.
Article 12University authorities should give punishments separately, but implement together to the students who have more than 1 violation behaviors.
Article 13University authorities cannot give a punishment to the students whose violation has not been found in the last 2 years. Except the violations which are very terrible orsituations regulated in other regulations.
The 2 years mentioned above, should be counted when the violation happened; for the lasted violation, should be counted to it finished.
Chapter Three Violation Behaviors and punishments
Article 14The students who has violated the Constitution of the People’s Republic of China, destroyed the unity of Chinese nation, disturbed the orders of society and has admitted the mistake after being educated (the seriousness of his case must be slight) will be given the punishments of serious warning, or academic probation. The students whose case is serious or who doesn’t admit the mistake after being educated may be given the punishment of expulsion.
Article 15The students who break Chinese laws and have been judged as a criminal offence, will be given the punishment of expulsion.
The students whose case has been judged as negligence crime, and didn’t get a criminal punishment but has been sentenced to penalties, forfeiture of property, punishment of control, detention with probation, less than a year’s imprisonment with probation, and has started with a clean state, can be given the punishment of academic probation.
Article 16 Students who break Chinese laws, regulations and have got an administrative punishments, will be given the following punishments (according to the seriousness of the case)
A.Warning, serious warning, to whom didn’t get a administrative punishment or other administrative punishments except restriction of personal liberty;
B.Academic probation to whom got an administrative punishment of restriction of personal liberty;
C.Expulsion to whom got a punishment because of violation of regulations of public security.
The students who actually violated laws and regulations of China, but have not been investigated by relevant departments of government, should be given the punishments of warning, serious warning, academic probation or expulsion, according to the seriousness of the case.
Article 17The students who disturbed the campus management or living orders, will be given the following punishments：
A.Warning or serious warning, will be given to the students, who disturb the orders of public place of campus, and refuse to change after being educated; Academic probation or expulsion will be given to those who invade the legal interests of other individuals or organizations, which causes serious consequences;
B.Warning or serious warning, will be given to the students, who join superstition organization, cult or participates the activates held by superstition organization, cult, but refuse to change after being educated; Academic probation or expulsion will given to those who influence the orders of teaching, living, management of public places, invades the legal interests of other individuals or organizations, which causes serious consequences;
C.Warning or serious warning will given to the students, who have an unreasonable quarrel, impede the work of university staff, which causes serious consequences.
D.Academic probation will given to the students, who embezzle or forge the university official paper, seals, files, documents, certificates; Academic probation or expulsion will given to those who seriously influence orders of teaching, living, management of public places, invade the legal interests of other individuals or organizations, which causes serious consequences;
E.Warning or serious warning will given to the students, who tear or edit official notices, files on purpose, which cause seriously bad influence;
F.Warning or serious warning will given to the students, who set a stall, or give away commercial advertising materials without permission, which seriously influences the orders of teaching and living;
G.Warning or serious warning will given to the students, who participate pyramid selling activities, and refuse to change after being educated; Academic probation will given to the students, who organize or inveigle other people to participate pyramid selling activities; Expulsion will given to those who seriously influence orders of teaching living and management of public places, invade the legal interests of other individuals or organizations, which causes serious consequences;
H.Warning or serious warning will given to the students, who organize, participate religious activities, and refuse to change after being educated; Academic probation will given to those whose case is serious or bring bad influence;
I.Warning or serious warning will given to the organizers and main participants of the association which hold the activities that broke laws, regulations, as well as to who founded an association without permission; Academic probation or expulsion will given to those who seriously influenced orders of teaching, living and management of public places, invade the legal interests of other individuals or organizations, which causes serious consequences;
J.Warning or serious warning will given to the students, who log in the illegal internet, spread unreal, reactionary speeches or harmful information, which causes bad influence or serious consequences; Academic probation or expulsion will given to those, who seriously influence the orders of teaching, living and management of public places, invade the legal interests of other individuals or organizations, which causes serious consequences;
K.Warning or serious warning will given to the students, who seriously break the regulations of dealing emergency situations; Academic probation or expulsion will given to those who seriously influence the orders of teaching, living and management of public places, invade the legal interests of other individuals or organizations, which causes serious consequences;
The students who have other behaviors of disturbing the orders of teaching and living will be given the punishments of warning, serious warning, or academic probation, according to the seriousness of the case. If the case matches the article 54th ofManagement Regulations for International students,punishment of expulsion will be given to.
Article 18Students who disturb management orders of teaching and scientific research in the campus will be given the following punishments:
A.Warning or serious warning will be given to the students, who boycott classes and examinations or organize these kinds of activities. Academic probation or expulsion to those who seriously influence the school education and teaching orders, invade the legal interests of other individuals or organizations, which causes serious consequences.
B.Warning or serious warning will be given to the students, who disturb regulations of class or interfere in teaching orders in class, but refuse to change after being educated. Academic probation will be given to those, whose cases are serious and cause bad effects in the campus.
C.Warning or serious warning will be given to the students, who disrupt the ordering of exam room or interfere with teachers taking their responsibilities during the examinations intentionally, but refuse to change their misbehaviors after be educated. Academic probation will be given to those, whose cases are serious and cause bad effects in the campus.
D.Warning or serious warning will be given to the students, who juggle their test papers or scores without permission. Academic probation will be given to those, whose cases are serious.
E.Academic probation will be given to the students, who steal test papers but have not make crime, according to the seriousness of the cases. Expulsion will be given to those, who seriously influence the school education and teaching orderings, invade the legal interests of other individuals or organizations, which causes serious consequences.
F.Warning will be given to the students, who are absent for more than 18 credit hours in total in a term; Serious warning will be given to those who are absent for more than 30 credit hours; Academic probation will be given to those who are absent for more than 54 credit hours. Punishment will be given to those who are absent for two weeks, according to regulations on Administration of Student Status (Those who are absent out of emergencies and without asking for leaving, but permitted after coming back will not be regarded as absence).
G.Warning, serious warning or academic probation will be given to the students, who do not participate in the activities listed in the teaching program intentionally, and refuse to change the misbehaviors after being educated, according to the seriousness.
H.Warning or serious warning will be given to the students, who are often late to class and leave early and refuse to change the misbehaviors after being educated. Academic probation will be given to those whose cases are serous.
I.Warning, serious warning, or academic probation will be given to the students, who plagiarize in writing and publishing their essays, course design or graduation design; expulsion to those whose cases are serious.
For other behaviors which disturb management orders of teaching and scientific research in the campus, warning, serious warning, academic probation or expulsion will be given to the students, according to the seriousness.
Article 19According to the seriousness, warning or serious warning will be given to the students, who disturb any following regulations, and refuse to change the misbehaviors:
A.Those who take objects which are not permitted into the examination room or don’t put them in correct positions;
B.Those who don’t take the examination in their seat;
C.Those who start answering questions on the test paper before the beginning of the examination or go on answering after the examination;
D.Those who peep, whisper or gesture with others in the process of examination;
E.Those who make noise, smoke or do other things to disturb examinations;
F.Those who leave the exam room without permission;
G.Those who take the test papers, answer sheets, scratch papers or other kinds of used papers for examination out of the exam room;
H.Those who use pens or paper which are not allowed, write their names, student numbers in the places which are not allowed, or mark their information in other ways;
I.Those who disturb the regulations in the exam room but do not cheat in examinations.
Article 20According to seriousness, academic probation will be given to who cheat in examinations as followings:
A.Those who take the examinations with text materials or electronic equipments which relate to the examinations;
B.Those who plagiarize or force others to plagiarize answers or other materials relating to examinations;
C.Those who snatch or steal others’ test papers or answering sheet, or force others to help them plagiarize;
D.Those who use communication equipments;
E.Those who destroy test papers,answering sheets or materials related to examinations intensively;
F.Those who fill in names, student numbers and other information which are not correspondent to their real identity on the answering sheets;
G.Those who pass and receive objects, change test papers and answer sheets, or scratch papers;
H.Those who cheat in examinations in other ways.
Expulsion will be given to those, who ask others to substitute them to take the examinations, substitute others to take the examinations, organize cheating in examinations, use communication equipments to cheat, or use other serious means to cheat in examinations.
Article 21The following punishments will be respectively given to the students, who disturb the regulations on dormitory management:
A.Warning or serious warning will be given to those who interfere the daily life orderings and refuse to change the misbehaviors after being educated, according to the seriousness; Academic probation or expulsion will be given to those, whose cases are serious, or who invade the legal interests of other individuals or organizations and cause serious consequences.
B.Warning or serious warning will be given to those who disturb the regulations of security in fire fighting, the usage of water and electricity, and refuse to change the misbehaviors after being educated, according to the seriousness; Academic probation or expulsion will be given to those, who seriously disturb the daily life and ordering of dormitory, invade the legal interests of other individuals or organizations, which causes serious consequences.
C.Warning or serious warning will be given to those who damage the public equipments and properties; Academic probation to those who cause serious consequences.
For other behaviors which disturb the regulations on dormitory management in the campus, warning, serious warning, academic probation or expulsion will be given to the students, according to the seriousness.
Article 22Warning or serious warning will be given to the students, who make perjuries or misrepresentations during the researches of misbehaviors; Expulsion to those who cause serious consequences.
Chapter Four The Period and Removing of Disciplinary Punishment
Article 23To those who have been given the punishments except academic probation and expulsion, if they repentant and do not repeat misbehaviors in the period of disciplinary punishment, the punishments will be removed naturally after the completion of their term.
Those who want to remove record of probation should provide written applications to their colleges after the completion of their term by themselves. The colleges will provide written reports and the university will give the written decisions and put them into their records with their original punishment decisions.
Those whose punishments have been removed can participate in elections of excellent students and student cadres with no influence of the original punishment decision. However, the record of punishments cannot be deleted in their records.
Article 24To those whose period of punishment should be extended, their college should give suggestions and apply to university. The decisions of extending should be informed in written form and the notices should be put up.
Article 25To those who have been in the period of punishments but have outstanding performances and contributions, their punishments can be removed in advance.
To those whose punishments can be removed in advance, they should provide written applications. Their college should give suggestions and apply to university. The decisions of removing in advance should be informed in written form and the notices should be put up.
Article 26The periods of punishments respectively are as following:
A.Warning: six months;
B.Serious warning: eight months;
C.Academic probation: twelve months.
The beginning of the punishments is from the day that the punishment decisions are came out.
Article 27 Those, who will graduate soon but have been given to academic probation, can be allowed to graduate temporarily according to Regulations on Administration of Student Status. The punishments can be removed after the completion of the probation through the evaluation of their companies and the checking of the university.
Chapter Five Supplementary Articles
Article 28The disciplinary behaviors in this book include the misbehaviors which disturb laws, statutes, regulations and institutions and regulations of the university.
Article 29“Those” in this book include citizen, corporation and other organizations.
Article 30The words “above’, “below”, “within” in this book include the value per se.

Article 32If there are some conflictions between the regulations in this book and some laws, statutes, or regulations, the latter should be the standard.
Article 33The regulations in this book will put into effect from September 1st, 2013.
