第一章 总则
第一条 为维护学校正常的教育教学秩序和生活秩序,为留学生提供良好的学习生活环境,保护学校和学生的合法权益,依据有关法律、政府行政规章,结合我校实际情况,制定本管理规定。
第二条 入住留学生应遵守中国的法律、法规,遵守长安大学以及留学生公寓管理的各项规章制度。
第三条 留学生需遵守《中华人民共和国出境入境管理法》的各项规定,在校住宿的留学生住宿时间不得超过学习时间和签证(居留许可)有效期时间。居留期满且未办理签证延长的,将按照到期时间做自动退房处理。
第四条 长安大学留学生公寓所有权属于长安大学,国际教育学院负责留学生住宿缴费及留学生日常管理,留学生工作办公室(以下简称“留办”)负责留学生住宿安排和公寓的物业管理及服务。入住公寓的留学生应服从管理,配合学校工作。
第二章 入住、住宿调整和退宿
第一节 入住
第五条 新生凭《录取通知书》、在校生凭一卡通(学生证),持本人护照原件(签证在有效期内),按照《长安大学留学生入学报到表》办理入住手续,并按照长安大学大学留学生公寓收费规定缴纳住宿费。
第六条 自费留学生根据学校提供的房源选择房间,中国政府奖学金生由学校统一安排住宿。
第七条 留学生应认真阅读并严格遵守《长安大学留学生住宿管理规定》。
第二节住宿调整
第八条 留学生办理入住手续后入住指定房间和床位,未经批准不得自行调换。在校期间,每名学生仅有1次申请换房的机会。
第九条 住双人间的留学生,如在居住期间因同屋退宿等原因造成一人居住,学校将根据实际情况重新调整宿舍。
第十条 如因学校用房等原因需要调整宿舍时,学生须在规定时间内按要求调整完毕。
第三节退宿
第十一条 留学生学习结束后必须在规定时间内办理退宿手续、搬离公寓。
第十二条 留学生按照《长安大学留学生离校手续表》或《校外住宿登记表》办理退宿手续。退宿时,如房间有物品遗失或损坏,须照价赔偿。如果责任不清,须由本宿舍同学均摊。对拒不交纳赔偿费者,住宿押金不予退还。
第十三条 留学生办理退宿手续后,须在24小时内将所有个人物品搬离宿舍并退还房间钥匙。未在规定期限内搬出,公寓有权强制将其搬出。
第十四条 离校前未办理退宿手续的,床位保留至住宿费缴纳期限;住宿费到期未返校的,将作自动退宿处理,房间物品由公寓管理员打包存放15日,过期做无主物品处理。
第三章 住宿管理
第十五条 为预防和杜绝火灾事故发生,保护楼内人员生命及财产安全,公寓依照《中华人民共和国消防法》及相关法律规定进行消防安全管理。
第十六条严禁在公寓内有以下行为:
1.故意损坏、擅自挪用消防器材;
2.储藏或使用易燃、易爆、强腐蚀等危险物品及违章电器,使用明火,私拉电线、盗用公用电。
3.严禁在公寓房间内使用以下违章电器:
1)热得快、电炉、电热毯、电热锅、电加热风扇等电热设备以及无自动断电保护装置的电器;
2)1000W以上的用电器;
3)无国家3C认证(中国强制性产品认证China Compulsory Certification)的电器;
第十七条在公寓内妥善保管个人贵重物品,离开房间时锁好门窗。
第十八条 入住留学生公寓须遵守来访人员管理制度。来访人员凭有效身份证件登记后方可进入公寓,公寓可来访时间:9:00-22:30。在非来访时间或未经登记,来访人员不准进入。
第十九条 留学生严禁留宿非本公寓人员,不得利用宿舍从事违反我国法律法规和校规的活动,不得将钥匙、门卡转借、转租他人,不能私自配钥匙或另加门锁。
第二十条 留学生每晚应在规定时间前回到宿舍(周日~周四23:30;周五~周六24:00),并不再外出,晚归须办理登记手续并视为违规。
第二十一条 住宿留学生应保持和爱护公寓内外卫生环境,保持楼内安静,爱护楼内设施物品。因使用不当等人为因素造成公共财物损失的,责任人须照价赔偿。禁止个人物品占用公寓公共区域。
第二十二条 公寓管理实行安全检查制度,对于发现的违反住宿管理制度的行为和安全隐患,工作人员将采取必要措施予以制止和消除,学生须配合工作人员进房检查。
第四章 违规处罚
第二十三条 住宿留学生有违反本规定行为的,处罚方式依照情节严重程度分为警告、严重警告和取消当事人校内住宿资格,受到两次以上严重警告的,可以取消校内住宿资格。
住宿留学生违规行为造成他人合法权益和公共财物损失的,应当进行赔偿。
第二十四条 留学生在公寓内有以下违规行为,情节轻微的,可以对当事人给与警告处罚。
1.一周内晚归2次及以上的;
2.违反消防安全管理制度,造成安全隐患,尚未导致人身财产损失的;
3.在公寓楼内吸烟、向楼外抛洒或投掷物品、吐痰、饲养动物、在公共区域存放个人物品等破坏环境卫生,影响公寓正常居住生活环境行为的;
4.宿舍内过于脏乱,有明显异味,检查不合格者;
5.在公寓内私自装修、破坏、改变房屋结构和功能的;
6.因故意或过失导致公共财物损失的;
7.利用公寓房间和设施从事租赁、销售等营销活动的;
第二十五条留学生在公寓内有以下违规行为,可以对当事人给与严重警告处罚。
1.违反护照、签证、住宿登记管理规定,情节轻微的;
2.私自将钥匙转借他人、配钥匙、更换门锁或另加门锁的;
3.制造噪音污染,扰乱公共秩序,影响他人学习、休息的;
4.未经批准私自悬挂、散发、张贴各种宣传品的;
5.未经批准私自调换房间的;
6.违反来访人员管理制度,在公寓内容留他人的;
第二十六条 住宿留学生在公寓内有如下违规行为,可以取消当事人住宿资格。
1.在公寓住宿期间,从事违法犯罪活动的;
2.私自转让、出租床位或将房间给他人使用的;
3.以逃避、隐匿、抗拒、阻拦等方式妨碍学校工作人员执行公务的;
4.违反消防安全管理制度,储藏或使用易燃、易爆、强腐蚀等危险品及违章电器,使用明火,私拉电线、盗用公用电,或其它造成严重安全隐患的行为的;
5.有导致公寓内出现火情、火灾以及其它导致设备设施严重损坏的行为的;
6.恶意或屡次违反护照、签证、住宿管理登记规定,或违反国家法律规定,构成非法居留,情节严重的;
7.拒不缴纳住宿费的;
8.其它国际教育学院确认为严重违规的行为。
第二十七条住宿留学生被取消公寓住宿资格的,将对当事人送交书面通知,无法送交的,在公寓内进行书面公告。当事人须在书面通知或者公告后三日内搬离公寓。当事人拒不搬离的,留办有权禁止其进入公寓,并指定两名及以上工作人员清理其个人物品,造成损失的,由被取消公寓住宿资格的当事人全部承担。
第五章 附则
第二十八条因实际需要,国际教育学院批准入住的其他人员,适用本规定。
·校外住宿
第二十九条 学校允许留学生在校外租住。如在校外租住,请提前办理校外住宿申请、登记和退宿。
第三十条 校外租房,要找信誉好的中介,以防受骗。要及时缴清房屋租金,以免产生不必要的法律纠纷。
第三十一条 必须在租房后24小时之内,到租房所在地的派出所登记并办理《住宿登记表》。所需材料:本人护照,租房合同。
第三十二条 学生凭《住宿登记表》、《房屋租赁合同》、《长安大学外国留学生校外住宿登记表》,以及房东资料,到留办办理校外住宿登记。如更改地址,应及时告知留办。
第三十三条 如办理了签证变更,一定要及时去派出所再次登记并更新《住宿登记表》。
第三十四条 在校外租住的学生应保持与国际教育学院的联系。注意安全,如有突发情况,及时与学校老师联系。
第三十五条本规定以中文文本为准,由学校负责解释。
第三十六条本办法自公布之日起执行。

Regulations on the Accommodation of International Students in Chang'an University
Chapter 1 General Provisions
1. To maintain the normal education, teaching order and living order, to provide a good learning and living environment, to protect the legitimate rights and interests of Schools and students, the school formulated the regulation based on the relevant laws and regulations and combined with the actual condition of the school.
2. The international students reside in the dormitory should abide by Chinese laws and regulations and the rules and regulations of Chang'an University and international students' apartments.
3. The international students are required to abide by the provisions ofExit and Entry Administration Law of the People’s Republic of China. The living period of international students staying in the dormitory shall not exceed the duration of study time and visa (residence permit) deadline. The students whose visa expired and did not apply for a visa extension will be dealt with as checking out automatically.
4. The ownership of Chang'an University International Student apartment belongs to Chang'an University and the International Education Institute is responsible for the payment of students’ accommodation and daily management of students. The International Student Affairs Office is responsible for student’s accommodation arrangements and apartment management and services. The students resided in the apartment should observe the management and work cooperatively with the School.
Chapter 2 Check-in, Accommodation Adjustment and Check-out
Part ⅠCheck-in
5. The Freshmen relying on the admission notice and students at school relying on the student card and the original valid passport handle the check-in procedures in accordance with the Chang'an University International Students Enrollment Form and pay for accommodation in accordance with Chang'an University students Apartment charges standard.
6. Self-financed international students can choose room from the dormitory, while the students supported by Chinese government scholarship will be arranged by the School.
7. The international students should carefully read and strictly abide by the Chang'an University students accommodation management regulations.
Part II Accommodation Adjustment
8. After the check-in procedures, the international students should live in the designated rooms and beds and cannot exchange without approval. During school, each student only has one chance to apply for a room exchange.
9. Students living in double rooms can be re-adjusted if his roommate checks out during their stay.
10. Students who are required to adjust their dormitories due to objective reasons shall be adjusted within the prescribed time period.
Part III Check-out
11. After the end of the study, students should handle the check-out procedures and move out of the apartment within the prescribed time period.
12. Students should handle the check-out procedures under the guidance of the Chang'an University International Students Check-out schedule or Off-campus Accommodation Registration Form”. If the items in your room was lost or damaged, you will be required to pay compensation fees. If the responsibility is unclear, the compensation fees shall be shared by the dormitory members. The accommodation deposit of those who refuse to pay compensation fees will be withdrew.
13. After finishing the check-out procedures, the students shall move out all the personal items from the dormitory within 24 hours and return the room key. The apartment has the right to force students who don’t move out within the prescribed time limit.
14. If the students didn’t handle check-out procedures before leaving school, his bed will be remained until the deadline of the accommodation fee. If the students didn’t return to school until the deadline of the accommodation fee, the room stuff will be packed and kept by the apartment manager for 15 days and will be dealt with as unclaimed stuff exceeding 15 days.
Chapter 3 Accommodation Management
15. In order to prevent and eliminate fire accidents and protect the life and property safety of the building, the apartments shall carry out fire safety management in accordance with the Fire Law of the People's Republic of China.
16. The following acts are forbidden in the apartment:
A. Deliberately damage and move the fire equipment;
B. Store or use flammable, explosive and strong corrosive stuff, illegal electrical appliances, open flame, private cable and stole the public electricity.
C. The following illegal electrical appliances are forbidden in the apartment room:
1) Water heater, electric furnace, electric blanket, electric hot pot, electric heating fan and other electric equipment without automatic power protection device;
2) Electric appliances with more than 1000W;
3) Electric appliances without 3C certification (China Compulsory Certification)
17. Students should keep personal valuable stuff in safe place and leave the room with the locked doors and windows.
18. The international students living in the dormitory shall abide by the management system of visiting personnel. Visitors can enter into the apartment after registered with valid identity. The permitted visiting period: 9: 00-22: 30. Visitors cannot enter into the apartment without registration or without the visiting period.
19. The international students are forbidden to let non-apartment personnel reside in and shall not use dormitory to engage in activities that violate the laws, regulations and rules of our country and school, shall not lend or transfer the key to others, and shall not duplicate keys or add locks privately.
20. The students should return to the dormitory every night before the specified time (Sunday to Thursday 23:30; Friday to Saturday 24:00) and cannot go out after the specified time. Students who are late for the specified time should register and it will be handled as a violation of the regulation.
21. International accommodation students should keep clean and care for the environment inside and outside the apartment, keep quiet and take care of the facilities in the apartment. Due to improper use causing the loss of public property, the responsible person should be compensated. Personal items are prohibited to occupy the public area of the apartment.
22. In the case of a safety inspection system for the management of apartments, the staff members will take necessary measures to stop and eliminate the behavior and safety risks that violate the accommodation management system. Students should cooperate with the staff to check in the room.
Chapter IV Violation of Punishment
23. International accommodation students who have violated the provisions will be punished in accordance with the seriousness of the circumstances, which includes warning, serious warning and cancellation accommodation qualification in campus. Accommodation students who have more than two serious warnings will cancel the accommodation qualification in campus.
If an international accommodation student violates the regulations, which results in the loss of lawful rights of other people and the property of public, he or she will be compensated.
24. If the circumstances are minor, international students will be warned having the following violations in the apartment.
A. Coming late twice and more than twice within one week;
B. Violating fire safety management system and resulting in security risks, but not leading to personal property losses;
C. Smoking in the apartment, throwing items outside the building, spitting, raising pets, storing personal items in public areas and undermining environmental health, and affecting normal living environment of the apartment;
D. Too dirty with obvious peculiar smell and checking failed in dormitory;
E. Privately decoration, destruction, changing the structure and function of the apartment;
F. Causing loss of public property due to intentional or negligent behavior;
G. Using apartment rooms and facilities in the rental, sales and other marketing activities;
25. International students having the following violations in the apartment will be given a serious warning.
A. Violating passports, visas, accommodation registration management requirements under minor circumstances;
B. Leaving the key to someone else, making the key, and replacing the door lock or adding a lock;
C. Creating noise pollution, disrupting public order and affecting others to learn and rest;
D. Unauthorized suspension, distribution, posting of various publicity materials;
E. Unauthorized exchange of rooms without approval;
F. Violating the visiting staff management regulation and allowing other people in the apartment;
26. International accommodation students having the following violations in the apartment, can be cancelled the accommodation qualification.
A. Engaged in criminal activities during the stay of the apartment;
B. Transferring, renting a bed or permitting others to use the room;
C. Preventing, hiding, resisting and blocking school staff to perform official duties;
D. Violation of fire safety management system; storage or use of flammable, explosive, strong corrosion and other dangerous goods as well as illegal electrical appliances; the use of open flame, private cable, theft of public electricity, or other serious security risks caused by the behavior;
E. The behavior that causes serious damage to the equipment and facilities, such as fire in the apartment;
F. Malicious or repeated violations of passports, visas, accommodation management registration requirements, or in violation of national laws and regulations constituting illegal residence under serious circumstances;
G. Refusing to pay the accommodation fee;
H. Other behaviors that international education school is recognized as serious violations.
27. If the student is disqualified from the apartment, the written notice will be sent to the party concerned and if it cannot be sent to the party, it will be noticed publicly in the apartment. The party should move out of the apartment within three days after sending the written notice or giving announcement. If the party concerned refuses to move, the officer has the right to prohibit him or her from entering the apartment and appoint two or more staff members to clean up his or her personal belongings. The loss will be undertaken by the disqualified student.
Chapter V Supplementary Provisions
28. These Provisions will apply to other persons who have been approved by the International Education School for practical purposes.
• Off-campus accommodation
29. The university allows students to rent out of the campus. Student who rents out of the campus needs to conduct off-campus accommodation application, registration and retirement.
30. It is better for Off-campus rental student to find a good reputation intermediary in case of fraud and to pay off the rent in time to avoid unnecessary legal disputes.
31. Student must go to the police station of the rental apartment to register and apply for Accommodation Registration Form within 24 hours after the rental. Required materials: passport, rental contract.
32. Students are required to register for off-campus accommodation by Accommodation Registration Form, Rental Contract, Foreign Student Off-campus Accommodation Registration Form of Chang' an University and landlord information. Students changing the addresses should promptly inform the International Student Service Office.
33. Students applying for visa change must go to the police station in time to register again and update the Accommodation Registration Form.
34. Students who rent out of campus should maintain contact with the International Education School and pay attention to safety. If there is any sudden, students should timely contact with the teacher.
35. This regulation is governed by the Chinese text and is interpreted by the university.
36. The present Measures will come into force as of the date of promulgation.
