长安大学来华留学生校外住宿管理办法

为加强对我校来华留学生校外住宿的管理,保障外国留学生合法权益和人身财产的安全,根据《中华人民共和国外国人入境出境管理法》及其《实施细则》等有关法律法规,结合本校实际,特制定本规定。

第一条来华留学生一般应住宿校内,属于以下情况的留学生可以申请校外住宿:

1. 配偶或子女来校探亲陪读、留学的;

2. 其他特殊情况必须在校外住宿的。

申请校外住宿的留学生应到留学生工作办公室办理有关校外住宿申请手续。

第二条留学生住宿居民家里,须于抵达后24小时内,由留宿人或者本人持住宿人的护照或者居留证件,向当地公安派出所申报,并填写住宿登记表。

第三条办理校外住宿应事先按需准备:

1.租赁私房的留学生应与房东签订租赁合同书,所租用房屋必须三证齐全(房主身份证、房产证、房屋租赁证)。

2.住宿宾馆、饭店、租赁公寓房的留学生应提供物业部门有关住宿期限证明。

第四条办理校外住宿程序:

1. 于住宿费到期前1个月向国际教育学院留学生工作办公室递交校外住宿书面申请;

2.经国际教育学院批准后,在校外租房并签订租房合同;

3. 持房屋租赁合同、护照和学生证到留学生工作办公室按要求如实填写《长安大学留学生校外住宿申请表》、签名,按照《长安大学留学生校外住宿申请表》流程进行审批和办理退宿,并于住宿费到期前搬离校内留学生公寓;

4.持审核过的《长安大学留学生校外住宿申请表》、护照、学生证、房屋租赁合同及其复印件在留学生工作办公室登记备案;

5.前往租赁房屋所在地派出所进行住宿登记。

第五条中国政府奖学金留学生申请校外住宿者,应于每学期初按(即每年三月和九月)照本规定第四条要求申请和办理,经国际教育学院批准并备案后,按照中国政府奖学金住宿标准,次月起将住宿费和生活费一同发放至留学生交通银行账户。其他时间不予申请和办理。

中国政府奖学金留学生申请校外住宿及申领住宿费发放应按照《中国政府奖学金留学生申请校外住宿及申领住宿费发放流程》办理。

第六条校外住宿留学生,应遵守中国的法律和规定,尊重中国的风俗习惯和社会公德,同时增强自身安全防范意识。

第七条对不办理住宿登记的留学生及有关责任者,公安机关将依法予以处罚。

第八条本规定自颁发之日起执行。

  

Regulations on Living off-campus of CAU International Student

Based on Foreigner Exit-Entry Administration Laws of the People’s Republic of China and the Implementation Rules as well as the actual situation of the university, hereby the regulations are formulated to reinforce off-campus lodging management among international students in the university and safeguard their legitimate rights and interests as well as their safety and properties.

Article I International students studying in the university are generally required to live in the dormitories provided by the university. Those international students falling into one the following circumstances are allowed to apply to live off the campus:

1. International students who are accompanied by their spouses or children during their studies in the university or their spouses or children also study in the university;

2. They have to lodge off the campus due to other special circumstances;

International students applying for living off-campus should go through relevant application procedures at the International students’ affairs office.

Article II If international students plan to live off the campus, their landlords or the students themselves are required to file the local police station, within 24 hours since their arrival at the new residential address, with the passports or residence certificates of the lodgers, and at the same time, fill in the lodging registration forms. 

Article III International students applying for living off-campus should prepare required materials in advance:

1. International students living at off-campus residents should sign tenancy contracts with the landlords who must have three certificates (ID card, property ownership certificate and house leasing certificate).

2. International students accommodating themselves at hotels or tenement houses are required to submit accommodation duration evidence provided by relevant property management firms. 

Article IV Procedures on going through off-campus lodging

1. International students in the university should submit living off-campus applications, in written forms, to the International students’ affairs office 1 month prior to expiration of their accommodation fees.

2. After approvals from the International students’ affairs office (within 3 working days), international students in the university are allowed to rent houses off the campus and should sign tenancy contracts with the landlords.

3. The international students should truthfully fill in “Registration Form of Living off-campus of CAU International Student”, evidenced by the house tenancy contract, passport and student ID, at the International students’ affairs office and make signatures. Approvals and checking out will follow procedures specified in “Registration Form of Living off-campus of CAU International Student”. They are required to move out from the dormitory before expiration of their accommodation fees.  

4. The international students should file at the International students’ affairs office with the verified “Registration Form of Living off-campus of CAU International Student”, passports, student ID, house tenancy contracts and the copies.

5. They should keep their lodging conditions filed at the local police station with jurisdiction over the rented houses.   

Article V If international students who have won Chinese government scholarships plan to live off the campus, they should make applications and go through relevant procedures as stated in Article IV of the regulations at the beginning of each term (namely on March and September each year). After approvals from the International students’ affairs office and being filed, the accommodation allowance together with the living expenses, based on the standards of Chinese government scholarships, will be transferred to the international students’ accounts opened at Bank of Communications since the following month. No applications will be accepted unless at the time specified above.

The off-campus lodgers, who have won Chinese government scholarships and plan to apply for subsidies to accommodation fees, should follow the Application Procedures for CAU CSC Students Living Off-Campus and Accommodation Allowance.

Article VI The off-campus international students should abide by Chinese laws and regulations, follow Chinese customs, behave in agreement with the social morals, and meanwhile, raise their awareness of safety protection. 

Article VII International students and relevant persons failing to go through lodging registrations will be penalized by the public security organs according to law.

Article VIII The regulations will take effect as of the date of issuance.
